1. As agreed, I asked Guo Fengmin and Richard Allen to lunch today so that the latter could brief Guo on his plans for the airport platform before he briefs Legco and holds a press conference early next week.
2. He went over the plans in some detail, and presented Guo with a pack of information. Guo expressed interest, and asked a few questions, but he clearly knows very little about the details of the subject. Richard Allen suggested that he should arrange a trip to the site in due course for members of the Airport Committee. Guo said that he would welcome this.
3. Guo was told about the press conference next week. There will thus be no surprise for the Chinese side. He said that he would study the material, but made no attempt to suggest that the Chinese side should have a right to give views on it.
4. Guo showed some interest in the question of the current monopolies on aircraft maintenance and engineering. Richard Allen said that he was studying the question, and that his inclination was that there could be advantages in not having a complete monopoly in these areas at the new airport. However he also said there were some arguments in the opposite direction, and he thought that further study would be needed before a conclusion could be reached.
5. I took the opportunity to warn Guo that the question of the franchise on the Western Harbour Crossing would come up at a fairly early stage in the Airport Committee's life, since it would need to be sorted out before the BOTB contract could be finalised. I said that by contrast it was unlikely to be necessary to agree the details of the franchise on the operation of the Lantau Fixed Crossing until much later.
