I entirely take the point that the FCO and Ministers should continue to be kept informed of developments and significant issues flagged well in advance. It is in the interest of all parties concerned that this is the case.
A Steering Group chaired by Tony Galsworthy for the management and co-ordination of business for the Airport Committee has met a number of times.
All my principal Secretaries involved in the ACP are members of the Group, as well as the Political Adviser and the Director of the New Airport Projects Co-ordination Office. I understand that the Group has taken a "tour d'horizon" of forthcoming events and issues (related to the Airport Railway and the Western Harbour Crossing, for instance) and has had a preliminary discussion on the time-table for the necessary briefings or notifications leading to substantive consultations with the Chinese. A paper summarizing the current status of the ACP items and flagging a number of forthcoming issues for consultations is being prepared for the inaugural meeting of the Airport Committee. A copy of the paper will be sent to you once it is finalized.
