ectronic media reported that Prime Minister John Major welcomed the greement of understanding. Mr Major said that he would visit China very soon to sign the memorandum. He would also visie HK. Me Major said that the agreement would enable HK to build a modera airport to meet the needs of the territory as a financial centre. It also demonstrated confidence in HK's future.
Singapore's Foreign Ministry in a statement welcomed the memorandum, calling it a positive development which would help revive investors' confidence in the territory. The' statement said that the memorandum would help maintain stability and prosperity in the territory and was in line with the interests of countries in the region.
The HK General Chamber of Commerce welcomed the initialling of the memorandum. The chamber's president, Vincent Lo, said that the agreement was good, which ladicated that Britain and China were determined to work for the future of HK. He believed that the memorandum would boost the confidence of the business sector.
The Liberal Democratic Federation welcomed the agreement, saying that it indicated that Britain and China were willing to compromise in order to maintain stability and prosperity in HK. The group said that in the agreement, a pragmatic balance had been struck between the need for consultation and effective administration.
Martin Lee said that the lack of consultation with Legco was an unwelcome development in the run-up to 1997 and beyond. He said the agreement was simply a Sino-British matter and HK had been "left out of the equation altogether."
Huang Liang-huew of the Study Group on Infrastructural Development said it was technically and economically wrong to site the new airport at Chek Lap Kok.
