Lagco member Andrew Wong said that the agreement would put HK people's minds at ease about the future of the territory. Cheng Hon-kwan said that the agreement was in line with the Joint Declaration and would not affect HK's administrative autonomy before 1997. Dr Wang Gungwu said that Exco had been fully informed about the talks and unanimously endorsed the agreement. Chan Ying-lun said he was slightly disappointed because he felt that the agreement would affect the territory's administrative autonomy in the transition. Noting that the Governor had given an assurance that the memorandum would not be a precedent for Chinese interference in HK matters, Mr Chan said that he had to wait and see. Pang Chun-hoi was disatisfied with the memorandum and the fact that the talks had been conducted just between Britain and China, and that the HK Government could do nothing in the circumstances. Szeto Wah described the deal as "a good thing" adding that I needed to study the memorandum in detail. Kingsley Sit was happy with the agreement but said that HK people's views on the project should be taken into

account.

Chief Economist of Standard Chartered Bank K.C. Kwok said thet as long os HK's autonomy would not be undermined, any deal that would enable the airport project to go ahead soon would be a good deal.

News commentator Lo Chi-kin said it was good that Sino-British conflicts over the airport plan had been resolved. However, he would not commend the memorandum to HK people because it threatened HK's administrative autonomy. The agreement did not seem to have regard for HK's interest and China was given veto power to a large extent on the airport, he said.

City Polytechnic senior lecturer Lui Yiu-hon said that the resolution was good for IK's economy because it did away with uncertainty thereby generating confidence among investors,
