We should be grateful if you would ask FCO to return the Chinese language copy of the leaked Report by bag ASAP.

To assist in identifying the document concerned, the following information might be useful :

the Document was entitled "Presentation of the Financial and Economic Aspects of the Airport Core Programme";
FCO were sent an English language version, a Chinese language version and bi-lingual Tables;
the documents were sent by bag and would have arrived ("for the attention of Paul HKD") on or about the 26 October 1990;
the FCO copy was ink stamped no. 00019 (the English version and the Tables had a different serial number);

the document comprised 31 sheets in all;

TelNo 3123 of October last refers.

I attach for your reference photocopies of the
Title and Contents pages of the Report.

If necessary, FCO may photocopy the Report before sending us the Chinese version original, but it is essential for forensic purposes that we receive the original copy sent to FCO.
