Quite clear that we are responsible for tha administration of Hong Kong up to 1997. Chinese have not challenged that. As the MOU makes clear. WA intend to give full weight to the Chinese side's view when taking decisions. That is reasonable.

The Chinese Foreign Minister has reaffirmed publicly that China wants the HKG to retain authority to administer Hong Kong effectively, and does not seek condominium, joint administration or veto.
