I attach a letter from Sir Gordon Manzie, a Director of Anglo Japanese Construction, a firm with a strong interest in work on the Hong Kong airport project. Manzie called on earlier in the month and expressed some concern that British companies might not get a full crack of the whip in the competition for the Hong Kong airport work. He fully understood that the Hong Kong Government would not be influenced by political considerations in awarding contracts. He hoped, however, that if the gap between a British and a foreign bid was only small, the British runner-up would

not be entirely dismissed. The nub of his letter is at X on

page 2.

I undertook that if he wrote to me I would pass his

views on to the Prime Minister.
