Summary
Indications are likely to be required in the current financial year for the Lantau fixed crossing, for the airport platform, and for Black Point. Firm commitments are not likely to be required before 1992/93. It is not implausible to consider a possible requirement for cover over the next 2/3 years of up to £2 billion.
