Although the US firm Bechtel has the overall programme management consultancy, it has no influence over the selection of consultants and contractors. The design work for the two largest elements of the project have
been undertaken by :-

Greiner-Maunsell,

consortium, who are
US,
and British
Hong Kong doing the civil engineering
design work for the airport; and
(b) Mott MacDonald HK, a Hong
Kong company
with
British affiliations, who are doing the design
work for the Tsing Ma Bridge.
