The Governor recently commented on paragraph 3 of the Minister's report to the Secretary of State on his visit to
Hong Kong in July. This dealt with PADS and British interests. The Governor wished to clarify the position of British companies with regard to the big engineering
contracts issued so far.

I attach a note which the Hong Kong Government produced
for Mr Gummer's recent visit. This sets out the position
between British and US competing interests. There have apparently in fact been only four major engineering
contracts awarded so far and one of these was to a Hong Kong
firm with 50% British interests (Gammon Hong Kong). The
four contracts awarded are shown in the attached list.
