I submit a draft reply to the Governor's letter to Sir J
Coles of 7 October. I also attach an extract from the
briefing we prepared for Mr Gummer. The draft letter to the Governor seeks to probe a little on the non-arithmetical factors which the Hong Kong authorities will consider in evaluating tenders and awarding contracts.
