HONG KONG AIRPORT PROJECT: LANTAU FIXED CROSSING

A 1. The Secretary of State has asked for advice on the

anxieties expressed by the British Trade Commissioner in

Hong Kong about the terms of contract and financing for the Lantau Fixed Crossing. Bids for this must be submitted by

16 December. Mr Cox's minute of 22 November noted that,

subject to ECGD cover being available, Trafalgar House saw

no difficulty about putting in a bid for the project which

complies with these terms.

We have now consulted the DTI and Economic Advisers, and

also the Hong Kong Government. In a project of this size and complexity there can be no certainties, and Mr Heap is

right to keep his ear close to the ground and to pass on any rumblings he detects. But the best judgement of the experts is that there will be four serious bids for HKG to

choose from even though they may be more expensive than

HKG bargained for.
