We have discussed with DTI the approach which Mr Myers of Trafalgar House made to Mr Heap and the Minister of State at Mr Heap's apartment on 7 December (Peking telno 2076 and BTC telno Otter 229). Mr Rogers (PEP, DTI) said he found

Mr Myers' approach somewhat bizarre: the message from more

senior people at Trafalgar House than Mr Myers was much more

positive.

2.

Some alarms and excursions are inevitable at this stage of the bidding process, and some of the players are likely

to show more nervousness than others. The All-Japanese

Consortium are putting on a boldly confident face. The possibility of a re-shaping of consortia has always been in the air: HKG would have a strong interest in combining the

assets of Trafalgar House/Costain and All-Japanese Consortium partners. Trafalgar House have always kept this option open but do not want only token participation.

3. The coming weeks are likely to be interesting. DTI have

the Whitehall lead and will let us know when they want our

help; meanwhile we shall remain in close touch with them, and through them with the British companies.
