PEP1 has valuable experience in dealing with a similar situation on
the Channel Tunnel. The PADS project will be more problematical
because of the geographical remoteness from the UK and consequently
it is even more essential to establish credibility and sound
working relationships at technical and administrative levels with
the numerous people and organisations with a role to play in
placing of contracts and orders. Appointment of a suitably
qualified consultant with major project experience and an
understanding of the value of PEP's role on the Channel-Fixed Link
project will help to establish both credibility and the necessary
initial working relationships upon which the success of the
exercise will depend.
British Trade Commission (BTC) in Hong Kong have underlined that
there is insufficient interest being shown by UK companies in the
project. For both economic and political reasons they consider it
important to address this problem and to ensure greater UK
participation. However BTC have neither the resources or the
skills to mount the major effort needed to achieve the desired
result. The existing resources of PEP1 are already extended,
particularly following the changes in the Eastern Bloc, but PEP1
can accommodate the work programme proposed subject to the
additional resource recommended.
