(c) much of his time would be spent in the UK rather than in Hong Kong. But when in the territory, he would operate out of the BTC and would report back through BTC channels, keeping in the closest possible touch with Mr Heap and Mr Smith-Laittan;

(d) the phased contract approach would enable the DTI to abort the exercise if at a later stage it seemed that it was not working or was counterproductive.

6. The DTI propose to send the consultant (accompanied by Mr Broad) on an initial visit to Hong Kong from around 27 February 7 March. I understand that Mr Smith-Laittan has already confirmed by telegram that this would be acceptable. I assume he has cleared his lines with Mr Heap (who is, as you know, currently on leave).

7. My own view is that we should not seek to obstruct this initiative, which has a great deal of momentum behind it, and could well serve a useful purpose, if properly handled. I have asked the DTI to let me have the consultant's detailed terms of reference and they have agreed to send this over. will copy the document to you as soon as I receive it.
