SPECIFICATION
Consultancy assistance for subcontracting and supply opportunities arising from large projects including the Hong Kong Port and Airport Development (PADS) Project.
OBJECTIVE
To advise and assist Branch 1 of Project and Export Policy Division devise and develop mechanisms and techniques for maximising for UK companies the business won from subcontract and supply opportunities arising from major projects worldwide. In the first instance to explore the possibilities by reference to the Hong Kong Port and Airport Development Scheme (PADS) and to:

assess which contracts and supply opportunities provide the maximum potential for UK companies and to help to establish good long term working relationships for PEP with major purchasing organisations for the project.
devise and set up a procedure for the gathering, organisation and subsequent dissemination of relevant information on tenders, pre-qualifications, contract awards and other aspects of the project to assist and inform UK companies.
assist in development of an information pack on PADS opportunities which would provide the basic information required by UK companies of all sizes in order to be in a position to pursue business.
A written report containing recommendations on ii) above and the initial advice on items i) and iii) is required not later than 25 March. The report should also provide a preliminary assessment of the feasibility of improving UK performance on large overseas project by use of similar techniques to those recommended for PADS.
