Thank you for your letter of 7 February. arrived just before I left for a visit to Europe ten days ago and has had to await my return for a reply.

I am glad that you found your latest visit to Hong Kong useful and that you were impressed by what is going on. Rightly so!

You are of course right to say that it is in Hong Kong's interest to further our economic links with Southern China. All the signs are that these are growing, to everyone's benefit. Like you, we will continue to watch closely developments in China and their implications for Hong Kong.

I have noted with interest your idea of developing the PADS project as a private sector venture. I had indeed picked up ripples of what you had said on this to people in the private sector some time before your letter arrived such is the speed of commuunication in this rumour-prone, hyper-active city. You can be sure that it has always been a part of our strategy to maximise private sector participation in the airport and related projects. This will continue to be our policy. But it does not at present imply going the whole hog with one consortium in the way you suggest.
