HOPWELL HOLDING'S CONSORTIUM'S PROPOSAL FOR
WESTERN HARBOUR-LANTAU STRATEGIC DEVELOPMENT
CHRONOLOGY OF EVENTS
1. Hopewell Holdings submits preliminary
proposal under cover of a letter to Graham
Barnes of the Government Secretariat
enclosing a copy of their scheme "A" drawing
showing lay out for the development. Letter
states that "initial investigations" shows
improvement in the quality of the water due
to increase in hydraulic flow of water in the
harbour as a consequence of the artificial
island. Letter states that whilst proposal
only preliminary warrants further studies
in consultation with the various Government
departments. Finally letter proposes implementation by a turnkey design, finance
and construct basis by a consortium.

Letter from Hopewell Holdings to Graham Barnes of the Government enclosing
copies of Hopewell's proposal for the
development entitled "Project Outline" which
sets down in preliminary form the proposed
road system, port facilities, replacement
airport and land reclamation. The key and
unique features of Hopewell's proposal is that it combines a comprehensive strategic development
for a replacement airport, new port facilities
and a new road network linking Hong Kong Island
with the New Territories via North Lantau and
then on to the Quangzhou Shenzhen - Zuhai
