The meeting was arranged by Mr. John Wybrew of 10 Downing Street Policy
Unit in order to update Sir Percy Craddock on the Western Harbour
project in Hong Kong.

thanked Hopewell for attending the meeting and
requested that his regards be passed on to Mr. Gordon Wu.
He explained that he had been well briefed on the project which he had
found of great interest and had with him one of the original "red
books" outlining the Western Harbour proposal.
He then invited Hopewell to elaborate on the proposal. An explanation
was given using our visual aids, charts, etc., of the logical
development that led to the conception of this project. This starting
with the hotel in China, the highway project (of which he was also well
advised) the power station project (He was very impressed with the
power station construction programme) and ultimately the growing
economic strength of the Pearl River Delta and the importance that Hong
Kong must play in providing the infrastructure to assist in this
development for the years to come, so ensuring an important role for
