(d)

Advancing the construction of the Western Harbour

port developments in order to provide transportation

to serve Lantau Island and the new

airport.

These facilities would include both

highway and rail, partly in an undersea tunnel and

partly on reclamation. The proposal envisage this

as the main access to the new airport. However the

Government's plan does not envisage this transport

link as required until well beyond the year 2000

only when sufficient traffic demand to make it

economically viable has built up.
