Of
the original 6 shortlisted, two were in Western Harbour off the west of Lamma Island and off the east of Cheung Chau Island.
The ARAS study in 1988/89 concluded that the Lamma Island site was the best option for a Western Harbour site but the overall development strategy based on this aeronautically attractive site was less attractive than the CLK strategy for reasons set out in
para. 6. In particular, problems with the Lamma site were
a) high costs associated with poor site conditions (deep
mud and pore gas) and the need for very long seawalls;
•b)
environmental problems associated with the disposal of very large volumes of mud; and
c) access difficulties crossing the important East Lamma
Channel to the Western Harbour.
Tolo Channel

Superficially attractive option because of opportunity provided for the production of relatively cheap developable land. But
a) serious aeronautical disadvantages because of "canyon"
location with very high ground to the west;

Daya Bay is now sited close to the flightpaths for this site;
Tolo Harbour's ecology is also very fragile - a site at the mouth of the harbour as proposed would have an extremely adverse impact environmentally.
