Thank you for your letter of 21 February recording the Prime Minister's agreement to hold a small meeting to discuss the future of Hong Kong. I enclose a paper on the subject which would serve as background.

The Foreign Secretary is anxious for the meeting to be held soon not least because of his intention to visit Hong Kong, and possibly China, in the first few days of April.
