Lord Caithness has seen copies of Hong Kong tel nos 6 and 7 to The Hague. He strongly believes that the language proposed at 3(b) of Hong Kong tel no 6 "HKG will ensure that dollars xxx billion...." is unacceptable. If the HKG were to ensure this but in reality be unable to perform the obligation would fall to HMG.

FCO tel no 68 to The Hague rightly spells out that there can be no question of HMG guaranteeing any Hong Kong undertaking (para 2). You will wish to bear in mind for any revised message, or indeed for the proposed discussions at Fanling, the Minister's objection to this formulation.
