Thank you for sending me a copy of your minute dated 18 March to
the Prime Minister.
2. I certainly understand why you would like to secure from the Chinese a public statement of support for the airport project,
though there must be room for doubt about whether this would be a decisive influence on the degree of private sector participation in the project.
3. However, I am concerned about the proposal to discuss with
the Chinese a specific figure which the Hong Kong Government would
aim to leave in the fiscal reserves in 1997, consulting with the
