The Secretary of State has seen your submission of 5 February as well as Mr McLaren's minute of 6 February. The Secretary of State is content with the draft memorandum. The final two paragraphs should be omitted as suggested by Mr McLaren, and the Secretary of State would be grateful if you would speak to the Secretary to the FAC along the lines set out in paragraph 3 of Mr McLaren's minute.
