At the same time the Government
will remain
directly responsible for the provision of many of the key services to be provided at the airport. Such services will
include:
(a) air traffic control;
(b) immigration and customs;
(c) public health;
(d) overall security;
(e) meteorological services;
(f) handling of the mail;
(g) search and rescue.

The Government. will also retain full control of
matters relating to civil aviation policy including (in
accordance with the relevant
provisions of the Joint
Declaration and the Basic Law) :
(a) the
negotiation
and
implementation
of
bilateral air services agreements;
:
(b) aviation safety;
(c) accident investigation;
