D 8. At official level, we have suggested (FCO telno 381)
that a message from the Governor along the lines proposed
would be counter productive, and could provoke an unhelpful
public outburst from Lu Ping. It is however desirable that
Lu Ping should be made aware, before his arrival in Hong
Kong, that the Chinese proposals will not work. This
message might be better conveyed by Sir A Donald, making it
clear that he was speaking with Ministerial authority.
