VISIT OF LORD CAITHNESS TO HONG KONG: PADS

1. Lord Caithness has stressed that he particularly wishes to have the following briefing on PADS:

a) an account (on one piece of paper) of how the "argument on costs have gone". By this he means a concise history of the various financial proposals which the Hong Kong Government have produced and discussed with us/the Chinese.

b) An account (again on about one sheet of paper) of the "three funds" (the Exchange Fund, Land Fund and Fiscal Surplus). The brief should describe precisely and concisely the origins and composition of these funds and whether the information given is publicly known.
