DISCLOSITE OF CLASSIFIED IMPORIATION TO SELF? :*XX*#:

Discussions bare taken place with the Chaiman of the SEIZ Committee of Selent Cozhittes Chairmen with the object of femalising the working conventions governing the isĽŠÁTATRE under which classified information is disclosed to Fariketary Select Committees. Agreement has now been reached on the following rules.

Subject to the continuance of the special arrangements for the Expenditure Committee referred to ia b. below, any information classified SECRET or TOP SECRET which is disclosed should be restricted to those persons to whom the department has agreed to release it: practice this would mean only the members of the Select Committee or of the Sub-Committee concerned and, in the case of a Sub-Committee, the Chairman of the zein Committee (since, eg the Chairman of the Expenditure Committee is ex-officio a member of all the Sub-Committees). Inforzation classified CONFIDENTIAL or RESTRICTED should be similarly restricted, except that when it has been disclosed to members of Sub-Committees it may also be made available to the zein Committee concerned.

Any classified information, whatever its classification, disclosed to the Expenditure Committee's Sub-Committee on Defence and External Affairs should be made availabl only to the members of the Sub-Committee and the Chairman of the main Committee.

Notwithstanding the restrictions imposed in sub-paragraphs a. and b. above, classified information may be disc2cse to Specialist Advisers who have been security cleared in accordance with arrangements agreed with the Clerk of the House.

The release of TOP SECRET information under these arrangements to members of Select Committee is subject to the approval of the responsible Kinister in each case.
