FOREIGN AFFAIRS COMMITTEE (FAC): HONG KONG
1. The FAC have decided to look again at UK/China relations and would like to receive an FCO Memorandum on this subject in the light of the discussions currently in progress on the new airport and its cost.
2. The Memorandum, suitably titled should bear the reference FCO/FAC/3/91, and should be prepared in accordance with the instructions contained in DSP 5, Chapter 8, Annexes 11 and 12 and / in the attached Memorandum of Guidance for officials. It should
be cleared through PS/Lord Caithness and the Private Office.

I have been given a deadline for receipt of the Memorandum of Thursday 7 February. I should be grateful if it could reach me in final form by 12 noon on 7 February.
