I do not know what the answer is. I agree we cannot abandon PADS/FINS. I agree that as presently defined these studies cannot be shortened. I suppose my

main concern is that I doubt the ability of the civi service to deal with such an enormous project in the way in which it has to be dealt with. This is not our fault. We are brought up to be meticulous and thorough not to execute major infrastructural projects on time and on budget. For that you need a different sort of animal.

I think we need a man with vision from outside

the civil service to master mind the project now. He

needn't have an authority to support him, at least not at this stage. But he would guide us and push us forward. We need some dynamism in addition to all the lovely

reports, charts, documents, plans, maps etc which are being produced.
