LU PING'S COMMENTS ON THE AIRPORT PROJECT
1. Lord Caithness read with interest Mr Stone's note of Lu Ping's comments. The Minister agrees with Mr Paul that interventions by the Chinese will increase up to 1997 making the Hong Kong Government and our job more difficult. But, the excessive secrecy in the way the Hong Kong Government works and the particular way in which the whole of the airport scheme has been handled are a concern to others as well.

Lord Caithness had a long discussion with Daniel Tse at the Hong Kong Postgraduate Students Lunch on 4 January. Tse had seen Lu Ping two weeks earlier. He said Lu Ping was almost 'apologetic' and clearly embarrassed by the reports. He said that Lu Ping had been hounded mercilessly by the Press who claimed that Hong Kong officials had said certain things
(which they had not). Lu Ping responded and because he is rather emotional said more than he should have done. Whilst this may be true to a large extent, the Minister does not think it explains the position fully. There was some message in what Lu Ping said. The Minister agrees with Mr McLaren that a better financial explanation and education is needed.
