Many thanks for your letter of 7 November. It was good of you to respond so swiftly to my letter of 5 November. Mike Pentecost and you subsequently agreed some minor changes to the draft, and it has now gone up to our Ministers in that form. It makes for a long and unwieldy letter, but I think that is a price worth paying rather than our each bombarding No 10 with a separate letter.

Meanwhile, however, I hope that EGC consideration of the Lantau Fixed Crossing proposal can proceed very quickly indeed. Time is very short before the final deadline in December. Your letter makes clear that there can be no prospect of agreement in EGC: we must therefore ensure that there is no delay in proceeding to Ministerial decisions.
