When we met over lunch last week you asked me about the headline in that morning's papers about costs of the airport project. I told you then that my impression was that despite the headline the news on costs was rather good. I have since confirmed that. You might like to have some details, and I am therefore enclosing a copy of a paper which has recently been produced for the information of members of the Finance Committee of Legco. I have put on top of it a summary table of the costs as presently estimated. The first column represents the costs quoted to the Chinese side at 1990 prices. The second column represents the same figures converted to 1991 prices. The third column represents the present revised estimate of costs. As you will see, the revised estimate represents a considerable improvement in real terms.

I also promised to send you some material on the behaviour of the courts in Rhodesia after UDI. The enclosed extract from the Law Reports, which I had been reading myself, gives a good history of what happened. I apologise both for the length and the amount of legal detail! I have put on the top a brief summary of what happened.
