2. The Government Supplies Department (GSD) is Hong Kong's Procurement
Executive and is dedicated to a "Value for Money" philosophy. Although
emphasising the importance of price, GSD officials are quick to point out that
great attention is paid to the training and sales support packages offered by
potential suppliers. When considering tenders it has been reported that
British suppliers, in contrast to their US and French competitors, tend not to
offer the comprehensive support packages expected by GSD. This lacklustre
sales performance may be explained by the small size of the market in the eyes
of some UK Defence Exporters.
RECENT SALES ACHIEVED

The RHKP is to be expanded over the next few years to enable it to
undertake all internal security duties post 1997. The UK has been able to
exploit this expansion securing contracts for ICL to supply (Dec 89) a new
Turnkey system to run its Criminal Records Service. The enhanced Police
Operation Nominal Index System (EPONICS) worth £1.4M is a system which
maintains information on Criminal Records, missing and wanted persons and is
used to support enquiries from beat police and various specialist Bureaux. ICL
overcame stiff competition from Tandem Computers for the contract.

more importantly Leyland DAF have received further orders for 252 400 series
vans, minibuses and chassis cabs. Delivery is scheduled before the end of 1990
and will bring the total number of Leyland DAF vehicles in Hong Kong to 600
vehicles to be used by Local Government Departments.
