The Kwun Tong office dealt with 21,425 trade enquiries during the year, an increase of 10%, while the Tsuen Wan Datashop processed 20,530 enquiries, an increase of 17%. Close liaison was maintained with industrial area committees and local trade associations, and regular factory visits were arranged to promote the TDC's services and activities. A busy programme of eight training courses on Export Procedures and Documentation and 29 seminars, focus group discussions, and video presentations on prospective markets, products and production technology was organised by the branch offices. During 1990, the offices also took part in a series of roving exhibitions featuring the Council's services.

The TDC revolutionised its computerised information service to the business sector in March 1991 with the introduction of TDC-Link, a much expanded and updated version of HORTIS, the HKTDC On-Line Retrieval Trade Information System. TDC-Link enables local business people to access the Council's extensive database direct from their own office desks. The menu of information now includes overseas trade enquiries, name lists of overseas importers and Hong Kong manufacturers and exporters, import regulations, market profiles, local industry profiles, textile quota prices, foreign exchange and interest rates, shipping schedules, TDC news and promotion schedules, etc. Plans are in hand to develop the service even further.
To cope with the expansion of TDC-Link, the TDC upgraded and enhanced appropriate application systems.
