LONDON, 16 SEPTEMBER

State if he would speak at the official opening of this
conference.
Recommendation

I recommend that the Secretary of State accept this
invitation and submit a draft reply.

3. This occasion, as described in Mr Walker's letter,
should be extremely useful in reinforcing business confidence in Hong Kong. The fact that Lu Ping has accepted
an invitation to speak at the conference is a good sign. will also be a good opportunity to make clear the British Government's commitment to Hong Kong's continued prosperity and stability, and to point up the part we have already played in this respect. I understand the Secretary of
State's diary commitments might enable him to undertake this
engagement. It would be highly desirable if he could.
