1. I attach copies of the speeches to be made at today's conference by Director Lu Ping, Sir John Swire and Mr David Li. It will be helpful if you could have a note done for Lord Caithness on any points of particular interest in what Lu Ping has to say. I shall not be at the conference when he speaks. News Department should watch out for any comments he makes about the elections which are picked up by the journalists there, particularly Mr Wallen of the South China Morning Post and Scotsman.
2. COI took a transcript of the Secretary of State's speech. I should like to see a copy of the full text in due course. They are also arranging to get a copy of the speech by Lu Ping and a transcript of that will emerge in due course but probably not until tomorrow.
