Conference on Hong Kong Investment Opportunities: Speech by Secretary of State: 16 September
The Secretary of State was grateful for the outline speech submitted under cover of your minute of
6 September. He is broadly content with it but has added one short passage on relations with China and, more importantly, a section on the elections in Hong Kong which you and I discussed this morning.
Rather than issuing the statement at today's 1230 news conference submitted last week, the Secretary of State would like Mr Cornish to use his speech. However, he has yet to see the telegram sent by the Governor over the weekend advising against the
reference to Martin Lee. So News Department will need to check against delivery (I shall make a careful note of what the Secretary of State says).
