Many thanks for your letter of 1 November enclosing
copies of your speeches to the Smith New Court seminar and to LegCo.

Your Smith New Court speech makes, to my mind, a convincing case for Hong Kong as the nerve centre of one of the most rapidly growing regions in the world. That is an encouraging - and exiting prospect. In your LegCo speech you point to a number of the problems: inflation, labour shortages, pressures on public spending. In a way these are the problems of Hong Kong's success. As you say, it will remain essential for Hong Kong to be competitive in order to meet the challenges of the future.
I too very much enjoyed our talk in Hong Kong last month, and am grateful to you for giving me your time. I am glad to hear you have so many connections with the UK. At one of our next meetings we must talk about Winchester, since I have a boy at the Dragon School in Oxford, and need to do some serious thinking about public schools! I look forward to seeing you again soon.
