CABLE AND WIRELESS INTERESTS IN HONG KONG
1. I am writing to confirm our oral discussion yesterday on the draft submission regarding Cable and Wireless' current franchises in Hong Kong. As I said to you over the 'phone, we consider that the introductory paragraph under the title "Issue" should more accurately reflect the contents of the last paragraph of the submission. We would have no difficulty in Ministers suggesting that the licences for external and internal communications should run their full course. We could however have difficulties if it was being suggested that we should press Hong Kong to continue these licences indefinitely. I therefore suggested to you that the last two lines of the "Issue" paragraph could read "...
in Hong Kong for at least the length of the formal agreements which already exist with the Hong Kong Government".
