I am generally happy with the thrust of the submission: I agree that we should not seek to obstruct market liberisation, should this be the path that Hong Kong decides to go down. With regard to the second typed paragraph on page 3, which deals with what sort of companies might gain access if the market was liberalised, I wonder if the statements made are in fact necessarily correct. paragraph suggests that there would be bias against British companies in the evaluation of bids and that therefore UK interests, as well as Cable and Wireless interests, would be likely to be the losers. If you have solid evidence for believing this to be the case fair enough. If however this is pure speculation, then it might be better to omit the paragraph.
