COMMENTARY
(a) Some Members suggested that the Hong Kong
Telephone
Company (Telco) should not be
prevented from bidding to operate a cable TV
service.
(b)
All future applications to provide services
in the telecommunications field should be
dealt with as expeditiously as possible.
Given the speed of change in the field of
telecommunications, Government

(c) Consideration should be given to removing the
requirement for the Legislative Council to
approve increases in charges for local
telephone services.
(d)
If others are permitted to compete with Telco
this should be on an equitable basis. They
should, for example, contribute to the cost
of Telco providing a service to the more
remote areas of Hong Kong which are
essentially unprofitable.
