A 1. The Private Secretary's minute of 6 September asked for
a note for the Secretary of State putting together the various issues related to telecommunications in Hong Kong, in terms of the different forces pushing for more openness
and more protection. The Secretary of State had it in mind
to write to the Governor on this issue.

B 2. The Secretary of State has already replied to Lord
Young's letter sent in advance of the Prime Minister's visit
to the region. I apologise for the delay in submitting the
note on Hong Kong's telecommunications policy, but this is a highly complex area and one in which ExCo are in the process of deciding a new policy.

3. I now attach a note setting out the factual background.
In the light of this, I recommend that the Secretary of
State should not write to the Governor. My reasons are as
follows:
- Lord Young's approach in August was clearly triggered by the review of Hong Kong's telecommunications policy, and the
proposals for sweeping change made in a report by the
