THE PROBLEM
The relationship between the proposals on subscription television [memorandum XCC(91)194 refers] and telecommunications policy needs to be clarified.

It is recommended that -
the previous mandated linkage between a second telecommunications network and cable television should be dropped;
that the principle that Hong Kong Telephone Company (HKTC) should not be allowed to provide a territory- wide cable television network, be reaffirmed, with a review of the position in 1995; and
as a possible concession during negotiations with HKTC on the future telecommunications regulatory framework, HKTC could be allowed to provide landline trunk transmission facilities for any licensed subscription television operator, subject to approval by the Telecommunications Authority.
Members will be asked to advise whether this recommendation should be approved.
