Channel Capacity
The minimum channel capacity of any subscription TV service
will not be mandated by Government, but the existing
off-air TV channels must be carried by the Licensee as well
as their Own programming where capacity exists. Some
channels will be reserved for Government use as in the last
cable TV exercise.
If the Licensee uses MMDS he may be
exempted from these requirements due to frequency
limitation.
Responsibility for Programme Contents
The Licensee shall
be responsible for the contents of the
programme on all channels broadcast with the exception of
APIS and those channels carried under the "must carry"
requirements as well as the Government channels.
Technology
The
Licensee will be free to determine their own choice of
delivery system within the constraints on spectrum
availability as
advised by the TA.
Favourable
consideration will however be given to cable, other things
being equal, in the evaluation of alternative proposals.
The Licensee shall abide by any codes of practice on
technical standards issued by the TA.
