This note is to brief you that that situation has, in my view, now arisen and that it would be appropriate for me to be advised by you that you consider it in the public interest for me to be able to exercise the powers granted to me under section 52 in relation to BCCHK and 3CCIF. If you agree, it would be helpful if you could provide your advice in writing stating briefly your reasons, In my view, these would be that it is in the public interest that I should be given the powers to protect the interests of the dopositors of BCCHK and BCCIF and, more generally, to forestall any threat to the stability of the banking system in Hong Kong.
