ERD intend to submit to the PUS recommending that all Heads of Department be asked to identify documents on their files for the years 1988 to 1991 inclusive which contain significant substantive references to the BCCI and related organisations and any documents which reflect FCO knowledge or awareness of BCCI affairs. Departments will be asked to prepare a list of such documents describing briefly the nature and contents of each document. ERD will use these returns to prepare a chronology and to identify any documents which might subsequently be made available to the inquiry.

Posts will be asked to contact a similar exercise. are uncertain how to handle the UK's Dependent Territories. The DTS, of course, have their own Governments and legislation which, in some cases, might prevent disclosure of banking information to us. The DTS are very different, in this context, from our other posts. We know that the Inquiry wishes to approach the relevant authorities in the Caymans and we will suggest that they write directly to the Governor (we would be willing to assist in delivering the letter). Wonder whether we might suggest that, if the Inquiry wishes to

approach other DTs, they should, likewise, contact the relevant authorities directly. Once again, we could offer to assist in these contacts by advising who would most appropriately be addressed and by delivering the letters. Any documents held in London related to the BCCI in the DTS, would be made available to ERD by the parent geographical departments.
