The UK's Dependent Territories (DTs) are, of course, in a slightly different category. The DTS have their own government and domestic legislation which may, in some cases, prevent disclosure of banking information. It would not, therefore,

seem appropriate for us to ask the Governors to supply the FCO with similar returns. However, we know that the Inquiry wishes

to approach the relevant authorities in the Caymans. We have

suggested that they write directly to the Governor whilst

offering our assistance in arranging delivery of the letter.

BCCI also had branches in Gibraltar and Hong Kong. It would

seem sensible to suggest to the Inquiry that if they wish to approach other DTS they should, likewise, contact the relevant

authorities by writing directly to the respective Governors.

We would, of course, encourage our DTs to offer the Inquiry every possible assistance. I suggest that the PUS cover this point in his letter of acknowledgement to the Secretary of the Inquiry. WIAD, SED, HKD and Legal Advisers agree.
