Your minute of 13 September asked departments to identify documents on their files for the years 1988-1991 (until 5 July), which contained significant substantive references to BCCI and related organisations.
2. A search of Hong Kong Department's files for the period in question has revealed no references to BCCI or related organisations, in our case particularly BCC (HK). Hong Kong have also confirmed that they sent no relevant material to the FCO during the period in question.

3. I understand that the Secretary of the Enquiry will be making contact direct with the Governor of Hong Kong. have forewarned him privately. Hong Kong of course has autonomy in matters of banking supervision.
I have
suggested that, subject to the terms of the Enquiry's approach, Hong Kong could, however, offer to cooperate by supplying any information which bore on the performance of UK authorities in carrying out their responsibilities under the UK Banking Act.
